
This SSN Toolkit is a guide to help you do Clean Development Mechanism (CDM) projects. In 1999 SSN conceived the idea of capacity building by pioneering CDM projects through a hands-on process of learning while actually developing real CDM projects. It was always our intention to develop a guide or Toolkit to CDM projects based on this CDM experience. This Toolkit is a guide which reflects the benefit of our capacity building experience of actual CDM projects in Brazil, South Africa, Indonesia and Bangladesh.
As a southern based network, our values were different from those of others working with the CDM. We decided at the outset to emphasize southern interests and southern capacity building. Our focus was thus the selection of CDM projects which would make a significant contribution to sustainable development. We began with a practical approach using a single tool as our guide: the SouthSouthNorth Matrix Tool for Appraising the Sustainable Development of Projects. This was a set of criteria and indicators to guide us in scoping for viable CDM projects. At the same time, we guided the country governments in which we were working to set up Designated National Authorities (DNAs) that would use workable guidelines for appraising sustainable development.
Charting a course through the early days of CDM, even before the rules and guides had been established, we proceeded to gather understanding and a set of tools from the bottom up. This toolkit reflects the approach which we have adopted. In the spirit of capacity building we now offer this Toolkit to guide you, the user, with all aspects of CDM projects. In this guide there are tools, tips, advice and numerous examples to guide you whether you are a project owner, consultant, engineer, civil servant or government policy maker.
By selecting your point of entry in terms of your field of interest or field of operation users may identify the project stage they wish to pursue. Alternatively, you will be able to work through the whole Toolkit chronologically. The Toolkit is broken down into Modules. Each Module is introduced with a connecting thread which identifies the stage and material to be covered. The full Module can then be downloaded, along with any Annexures to the Module.
